The RAN H&SC meeting took place on 11 and 12 December 2017 in Mechelen (Belgium) and sought to verify the need for risk assessments, how they should be understood, how they could benefit practitioners, and how they can be developed. Signaling and treating lone actors was a particular focus. Violent terrorist attacks committed by lone actors have become an increasing concern across a number of EU Member States. This trend has increased in the light of foreign fighters returning to their home countries. Terrorist groups are actively calling on people to execute acts of violence or terror on their own people.
