This paper was produced by the Institute for Strategic Dialogue as part of the Policy Planners Network on Countering Radicalisation and Polarisation (PPN) project. It explores ways that the assessment of (Muslim) movements and organisations can be conducted more effectively by governments and their partners within the PPN countries, while at the same time giving room for national implementation and thus allowing for the local context to be considered. The paper has incorporated comments from the Berlin PPN meeting at which an initial draft was presented.
