This guidebook was written to help support policymakers and practitioners who are looking to develop rehabilitation and reintegration programs outside the prison setting. It considers not only released former offenders but also those who have been associated with terrorism but not convicted of crimes, and addresses in particular, the role of non-government actors. It is written especially with the countries of South-Eastern Europe in mind and provides a critical resource to help guide the development of policy and practice.
