Hosted by the CTITF Office and the UNCCT, and in collaboration with the Special Rapporteur on the Promotion and Protection of Human Rights and Fundamental Freedoms while Countering Terrorism, the Conference was guided by the Special Rapporteur’s report on the Framework Principles for securing the human rights of victims of terrorism (A/HRC/20/14). The Special Rapporteur’s report recommended the establishment of a legally binding and internationally recognised international instrument to enshrine the human rights of victims of terrorism. However, in the absence of such an instrument, it encourages Member States to uphold their corresponding international obligations so as to secure those rights, which are laid out in a set of 14 Framework Principles. This report provides a snapshot of the key ideas shared by participants during the Conference. It also seeks to offer policymakers, practitioners and the public views and insights on how the human rights of victims of terrorism can be upheld by Member States through their international human rights obligations. Additionally, it draws twelve key recommendations at the global, regional and national levels to advance progress in promoting and protecting these rights.
